Senate budget delay raises possibility of brief shutdown at midnight, while House leaders scramble for votes

Hours to a midnight shutdown deadline, congressional leaders scrambled to rally support for a sweeping half-trillion-dollar spending deal Thursday despite last-minute objections from a conservative senator and lawmakers on the left and the right in the House.
Sen. Rand Paul (R-Ky.) slowed the process, demanding a vote on his amendment that would demonstrate how the two-year budget deal breaks past pledges to rein in federal spending.
Senate leaders remained confident the measure would pass easily once the roadblock is cleared.
Paul said he spoke to President Trump Thursday afternoon, pressing the president to weigh in on his side. I told him to call up the majority leader, Senator (Mitch) McConnell, and tell him I wanted to have 15 minutes to have a vote to make a point that conservatives are unhappy with this deal, Paul said in a Fox News interview.
