House Speaker Nancy Pelosi last week instructed the House's sergeant-at-arms to cancel a walkthrough for White House officials preparing for the State of the Union address.
President Donald Trump wants to go forward with the State of the Union on January 29 but would need Pelosi's permission to use the House chamber.
Pelosi has already called for postponing the address until the partial government shutdown is over or having Trump instead submit it in writing.

WASHINGTON — President Donald Trump is still trying to deliver his annual State of the Union address before a joint session of Congress on January 29, despite barriers put in place by House Speaker Nancy Pelosi, who now controls the House chamber.

White House officials are aware that Pelosi has the final say over whether the speech will take place in the House chamber. But they intend to move forward as planned until Pelosi scuttles the event, a move that they believe would be seen as political.

For now, Congress has not approved a joint resolution authorizing an appearance by the president next Tuesday, so there is nothing scheduled for Pelosi to cancel. The resolution would need the support of House Democrats, who have followed taken their lead from Pelosi's lead during the shutdown.

Everything the Rump does is "political". We are talking about the legislative and executive branches of government. When would something they do not be "political"? Let them fuss and fume all they want. This is on the Rump 100%.

Scotus justices, joint chiefs, cabinet members etc.

It's held in the House chamber because it's much bigger than the Senate chamber.

The House's chamber is big enough to accommodate the five hundred-plus people of a joint session. The Senate's is not.

I went to the Joint Session held in Constitution Hall in Philadelphia for the Bi-Centennial of the Congress. There is no stipulation on the size or location of the room other than what the Resolution calls for

I've seen CSPAN coverage where the hosts have said the cameras were turned off. I believe the CSPAN cameras are the only TV cameras allowed in the House and the Senate.

But he has to be recognized to speak by the Speaker or the Democrat she puts in the Chair, and that won’t happen. Any Democratic Member of the House Simpally moves to Adjurn, which is a Privilidged Motion, they vote, the majority ( Dems) win the vote, shut off the cameras, turn off the lights, lock the Doors, go home and get a good nights sleep

which is Pelosi cannot be overridden by the one for the Senate.
Really the only way to resolve this is to open the government back up but Mitch (The Coward) McConnell refuses to let a vote to do that come to the Senate floor for a vote.

It will not be a Joint Session of Congress, but the House and Senate Sergeant at Arms are independent of each other. They are elected officers of the House and Senate. They do not override each other but each independently control their sides, House/Senate and need to work together with the Architect of the Capitol. The three of them make up the USCP Police Board.

We have been compromised by a foreign power, and the Democrats have to take a stand. The Democrats, and perhaps the courts are the only thing standing for our republic

Appropriations bills would have to change to ensure he was not spending money with out the approval of the branch that is responsible for appropriating the funds

All the Constitution says he shall report to Congress from time to time. I wouldn't allow him in, ever, if it was up to me.
