F.B.I. Agents Raid South Bend Housing Authority Offices

F.B.I. agents raided the offices of the Housing Authority of South Bend, Ind., on Wednesday, the second potential distraction back home for the presidential campaign of the citys mayor, Pete Buttigieg.
No one was arrested during the raid, in which evidence collection teams visited the housing authoritys headquarters on Alonzo Watson Drive about 1 p.m. with a police officer and United States government trucks.
The agency, which runs nine low-income housing facilities in South Bend and is financed by the federal Department of Housing and Urban Development, has been beleaguered by complaints of financial mismanagement for much of the decade.
Such concerns prompted Mr. Buttigieg to replace all six commissioners on the housing authoritys board in 2015.

More recently, an audit of the housing authority for the years 2016 and 2017 found inadequate controls over financial reporting and mismanagement of its tenant waiting list, and that the agency improperly mixed streams of federal money and had documents missing from tenant files.
In fall 2018, Buttigieg appeared at a meeting of the agencys board and criticized the housing authority for financial problems, unaddressed safety issues and poor communication. Some board members said they were disappointed the mayor did not speak with them about his concerns before raising the issues publicly.
At the time, Robinson said the agency was working hard to correct our deficiencies and had already made improvements since the 2016-2017 audit. In 2017, the federal government upgraded the housing authority from troubled status to substandard.
