He asked the police for help. They told him to stay on the ground, where he was handcuffed and writhing. He said he was afraid the officers would kill him. They told him to relax. He asked for help again. They kept him pinned, his face in the grass, a knee on his back. He asked again.
Then Tony Timpa went unconscious. In less than 20 minutes he was dead.
The group of Dallas police officers detaining Timpa didnt seem to notice he was dying in front of them. They didnt check whether he was breathing, and they didnt look for a pulse. Instead, the officers laughed. They mocked the way he had squirmed around, clearly in distress like a roly poly, one said. They speculated about what sort of mental illness he might have, or what drugs he might have taken.
When Timpa stopped responding, the officers apparently assumed he was asleep. They kept laughing, making jokes about waking him up for school. They tapped him, shook him, but he didnt answer. What happened? one officer asked.

Tony Timpa wailed and pleaded for help more than 30 times as Dallas police officers pinned his shoulders, knees and neck to the ground.
Youre gonna kill me! Youre gonna kill me! Youre gonna kill me!
After Timpa fell unconscious, the officers who had him in handcuffs assumed he was asleep and didnt confirm that he was breathing or feel for a pulse.
As precious minutes passed, the officers laughed and joked about waking Timpa up for school and making him waffles for breakfast.
Body camera footage obtained Tuesday by The Dallas Morning News shows first responders waited at least four minutes after Timpa became unresponsive to begin CPR. His nose was buried in the grass while officers claimed to hear him snoring -- apparently unaware that the unarmed man was drawing his last breaths.

Newly released body camera footage from the night Tony Timpa died details the response of the officers who initially faced criminal charges for the 2016 in custody death. Prosecutors dismissed the charges in March of 2019.
Timpa, 32, called 911 for help while at an adult video store on West Mockingbird Lane on August 10, 2016.
High on cocaine, according to an autopsy, Timpa ran out of the store and into traffic before security guards handcuffed him. With Dallas police officers and Dallas Fire Rescue personnel on scene, Timpa died.
A Dallas County medical examiner ruled the death a homicide, saying Timpa died of sudden cardiac arrest, secondarily caused by the effects of cocaine and stress from being restrained.

(767 posts)They killed a person who was under their protection. This is plain MURDER and they are all killers. Each person there and their supervisors should be in prison awaiting trial for MURDER. I think the cops will wait this out and sweep it under the carpet hoping no one notices that they had killed someone. Only when killer cops are excited for murder will their crimes against people STOP. Justice will be done when the cops are in prison and those prison inmates give the killers JUSTICE for their crimes........

Two officers involved in the 2016 death of Tony Timpa told Dallas Police Department leaders that they mocked the handcuffed 32-year-old while he was pinned to the ground as part of a strategy to prompt a response from him.
Most of the taunting came after Timpa became unresponsive, body camera footage shows.
Seth Stoughton, a former police officer and law professor at the University of South Carolina who specializes in use of force issues, told The News officers use different techniques to see if a person is lucid. Sometimes an officer will ask a person what year it is or to name the president.
"Im not aware of a valid approach that requires the comment to have something shocking or something mocking, he said.
Stoughton called the comments officers used an excuse for being inappropriate or unprofessional.

It is comforting to know that you guys realize your mistake. In the 21st century and the policing world that were in right now, perception is reality, the hearing officer said, noting the comments were captured on the officers own body-worn cameras.
I personally believe you guys are better than that. But I still need you on the force. So if you learned something from it, most likely we can move forward from here.
At the end of the roughly eight minutes of audio, the hearing officer says he will need to issue written reprimands to both officers.
As long as you dont come back before me with the same type of allegations, I believe you guys will have a fruitful career still ahead of you, the hearing officer said.
