6. I know what they're up to.

They believe not enough Evangelicals turned out to vote last year. So their plan - because they can't support immigration reform without losing the rest of their base - is to show how much they're truly intent on repealing Roe v Wade by every method they control. That way they may be correctly thinking social conservatives will turn out and vote for them up and down tickets across the country.
