Hard to believe in his position. This assertion definitely needs an investigation. If he does it through his aides, doesn't that count?

He is either lazy or covering his butt by not doing email himself, probably both.

When I was working there were several (most) people that would not answer the phone or you had to play phone tag with them. The only way to communicate with them was by email. Communication by email is much smarter than by phone or snail mail, you have an instant record of your communication. Perhaps the good Senator has a reason he doesn't want or to want other people to have a record of their communications?

Think about this answer. It makes no sense. An email actually gives you more time to think through an answer than a phone conversation does.
