Is Panetta Intimidating China?

Defense Secretary Leon Panetta is on a nine day trip through Asia right now as part of the strategic shift we've been hearing so much about from the Pentagon, towards the Asia-Pacific region. Panetta made clear that by 2020, about 60% of the US Navy Fleet will be assigned there, but he was also was adamant about saying that this move was not meant to intimidate China.
