He was arrested in Austria several hours later on a warrent from Spain. Very curious.

The prosecutor’s office said the arrest was not to do with the US warrant, but due to supplementary information received from Spanish authorities, raising the possibility the oligarch may be extradited to Spain rather than the US

And was one of those 'secret retaliation measures' Obama/Biden did before leaving office? If they KNEW Trump wasn't going to prosecute, why not give some intelligence to another country who will? It's a possibility.
