Russian President Vladimir Putin has never been one to pass up a photo-up, and his latest candids comes from the icy Arctic. It's all part of the unveiling of the country's crown jewel: Russia's sprawling Trefoil military base, located just outside the Arctic Circle. Jonathan Vigliotti reports.

Reporter at Telegraph might be confusing the 80 degree line near the base with the Arctic Circle which is 66 deg N.

... but it is the opposite of secret, as the colors and design shows. A giant PR exercise, where the plans and the building has been widely covered the past years.

It is bad with even more military and commercial pollution in the arctics...

For example, the U.S. airbase in Greenland:

And, flexing muscles in the arctic for the sake of oil isn't new either. For example, the USA punching Canada in the nose in 1969, by challenging their claim of sovreignty over the north west passage by sending a nuclear powered icebreaker and a tanker called the Manhattan through it.

The Russians/Soviets have been trying to exploit and militarize the Arctic Ocean since WWII, and NATO and the USA have been trying to keep them in check for at least that long. We're just not used to hearing about it, because we've had a lovely 20 year vacation from the stupid Cold War.
