(128,963 posts)It is a special type of message that gets sent out by accessing a special computer system that someone has to login to in order to compose the message, select the type of alert, and to whom it will go (local/national, etc), and then it gets sent to the relevant participating TV/Radio/Cellular/Internet broadcast partners to disseminate.

(20 posts)I guess it was about 2013. Every cell phone in the state recd a 3 a.m. text about a custody battle gone wrong. The next day the cop lobby and legislators were touching themselves. Luckily, theres now an opt-out.

(4,291 posts)Do people receiving these alert messages have the option to reply?
If replies directly to the sender are not an option, then I suppose that social media and websites such as this one would find creative replies to be the mother lode of mocking material. When life hands you a lemon,...

(128,963 posts)It's a pop-up message that will appear on phones that have the tech built-in (newer phones) in order to receive it and that utilize cell providers that participate in this type of messaging (not all do). There are some types of alerts (like Amber alerts and some weather alerts) that can be disabled via a phone setting but the national message cannot be disabled. Of course you can turn your phone off and that's the end of that for the time being (... although the message would just sit in a queue until you turn the phone back on).
