Can someone help me with this. I have heard several defenders of the Romney/Ryan Medicare plan state that going on the voucher plan would be voluntary and that anyone who wanted to stay in the current system could do so. What are they omitting in this explanation?

does that make sense to you? How efficient would that be, to have two parallel Medicare systems? Who would choose the voucher system if that is the plan? Would you? Would your Romney-defending friends?
