Mnuchin keeps saying he wants to make sure it's "Constitutional." That is the giveaway he's going to challenge it in court. He's simply stalling for time to allow his attorneys to find some basis in the Constitution to challenge the existing law.

I have no doubt they will find some grounds upon which to do so.
