And the "talking filibuster" which was rarely used and rarely succeeded when used wasn't replaced by the current version until relatively recently even.

It has outlived its usefulness. If the Republicans are so fond of it, they are welcome to reinstate it when they next control the Senate.

repeal the filibuster, at least not now.

Schumer is reserving the possibility of repealing it but not acting on it now. That makes it more likely he will get cooperation for now from some Republicans in this Senate split 50-50.

Plus by not rushing into it when the votes may or may not be there, he's not inflaming anger that could lead to a Tea Party style result in the mid-terms, now just a little over a year and a half away.
