theoretically you could more from state A to state B and then to state C before you were removed from the voter rolls in the first two states.
What is illegal, is voting in more than one state in the same election.

defrauding State A into believing you are legal resident by buying a POS trailer in the backwoods and saying that is your residence...for example.
