But anything beyond the mess he has already created is beyond his means. He can certainly still create a great deal of mischief and strike outside of Russia with a variety of weapons, including cyber and misinformation along with missiles, but to occupy a piece of real estate requires boots on the ground of which he is coming up very short.

But he can always start drafting above the normal conscription. Not that that would help the quality of his troops, or solve the problems with morale, either.

The issues are very deep seated in leadership, operational doctrine and the corruption within the state.

Just that he could solve a "numbers problem". Shitty equipment, corruption, morale, and logistics issues are the biggest issues facing the Russian military and there is definitely no near-to-medium term fix for those. Probably not even a fix that could happen in less than a decade, and that's assuming that sanctions ended tomorrow.
