1. There might have been a hack

but if there is large scale tag theft and/or tag swapping (and no, the Russians are not going to be sophisticated enough in the battlefield to run down make and model and the addresses largely don't exist any more) and an enterprising sheet metal shop elsewhere in Ukraine stamping out counterfeit tags--all of which I expect because they happen in my neighborhood.

This would only work if there wasn't a war on but there is. The Russians are going to find that particular trasure trove worth bupkus.
