First answer:
Russia is divided into eight federal districts.
Obviously, if calls for resignation are coming from 18, it's not these as 18 of 8 is a lot.
Second Answer:
of 2014, excluding Moscow, St. Petersburg, and Sevastopol, there are 1,873 administrative districts (including the 14 in the Republic of Crimea, de facto federal subject of Russia located on internationally recognized territory of Ukraine) and 1,823 municipal districts (also including the 14 in the Republic of Crimea) in Russia
Neither 8 of 1873 nor 8 of 1823 seem quite so impressive as 18 of 8.
I am not sure if wither of these are right.

The city's administrative okrugs are a subdivision of state administration. The administrative okrugs are further divided into administrative districts and settlements, each corresponding to municipal formations, which are local self-government entities.
Per Wiki, if I'm reading this correctly and these are in fact what they are referring to, it seems the average 'local district' is around 80-90 thousand residents. The CNN piece did mention the 18 are in Moscow and St. Petersburg. It's a small number, and these are minor officials speaking out, yet encouraging that some are starting to publicly question the invasion.
