Unfortunately, there's a lot of innuendos in the video that lead to incorrect facts.
Saudi's bought their first half of the refinery in 1989 when Clements was Governor, and George H. W. Bush was President, however she's correct that they were both Republicans. The other half of the refinery was owned by Texaco, which was eventually bought by Chevron (a Dutch company) in 2001 under Gov. Rick Perry and Pres. George W. Bush (again both Republican). So, yes, the Saudi's purchased the other half of the company under Abbott and Trump, but they bought it from the Dutch. It hasn't been even a partially American owned or controlled company since 2001.
