Larry Niven's The Jigsaw Man, first published in 1967.

Other stories that incorporated elements of this future history were included in his "Tales of Known Space"

of note when this story was published it was dismissed by critics as "too far fetched" and ""false basic premise", stating that although Niven implied that the story's premise could occur soon"

I guess I've lived long enough to see "soon has arrived"
