driver runs off, let him. Have car towed away, impounded. If car owner wants car back, must come to police station within a month for fine and chat.

A Milwaukee police officer was shot and killed early Tuesday while trying to apprehend a robbery suspect, who was also shot and killed after a physical struggle with the officer.

The guy while running away, his back to the officer, pulled out a gun out and threw it away. I'm pretty sure this occurred entirely before the officer fired shots.
