First, we don't know where this happened or who the civilians were (and that might make them targets) or who did it, Ukrainians in occupied territory with Russian passports or the Russian partisans we know are active all over that country, the careless smokers around everything from recruitment centers to petroleum storage facilities. IOW, it could have been a lot of people.
Second, Ukraine has been a stickler for playing by the rules. NATO and others have given them precision weapons and they have chosen their targets carefully with them. There have been no random hits in occupied cities, for instance. Ukraine has played by the rules because they know the weapons will stop arriving if they stoop to Russian tactics.
Third, Russia's wording is so opaque on this that it's obvious they're hiding something, or pictures of an innocent family with well scrubbed kiddies and their destroyed car would be all over the place and their Nazis would be marching around boasting about attacking Washington (have they ever seen a map?).
Fourth, I've been watching state TV now and then over at Russian Media Monitor (feeling my brain cells die of shame) and I can say with certainty that some of their presenters are on an even level with Q. With no names, no pictures, no crumpled car, no location, no nothing, it's entirely possible the story is created out of hot air and wishful thinking.
So color me deeply skeptical on this one. We'll see if the Russians produce any evidence. Otherwise, it's just something else they made up in other to whip their idiots into a frenzy.
