I think this might be the most legal and least controversial way for Pompeo to get tump off his backs and appease the psychopath. Or maybe that's what he's hoping.

Doesn't he have anything else to do? Such as searching for peaceful solutions in war-torn countries or undermining democratically elected governments somewhere? How about exploiting a "shithole" country's land and people with a big, fat juicy contract for some American corporation?
