We had two like this. It was a morning ritual. Truth is, the one on their back always got the best of the conflict. It really started to look like the one on their back was saying "give it all ya got idiot". The one on top was the younger/male and the one on their back was older/female. She never "backed down" and he always gave up.

it can get really really ugly....this person needs to nip it in the bud before beahavior problems happen (or the dominated one disappears/goes missing - thats how territorial issues get resolved in nature and cats are not that far evolved from their wildcate origins)
