Road construction flaggers... replaced by portable traffic lights

Have you seen these before? They were new to me.

I was driving along a familiar street and went past a "Single Lane Ahead" sign. Looking ahead, I saw two sets of traffic lights. One set were the permanent lights at the intersection of two streets. But, just after it, was a portable street light setup on wheels. One at the top of a pole and the other dangling from a raised bar that was held above the traffic. This light (and one at the other end) was controlling the traffic going thru the single lane. The portable lights were pretty much in sync with the permanent ones... don't know if they can tie into the city traffic light system or if someone was standing there controlling them.

here about a month ago. See lots of them here since it is hill country, we have a lot of slips or creek washouts
closing one lane. We can say we have a traffic light now.
