Remember from A Christmas Carol ", the third
Visitor was Christmas Future and he looked like the Grim Reaper.

I think the point of the cartoon was to get you to think the dog had not been loved and was not going to be taken to the good place, so when you got to the last scene you find out the dog had been truly loved and would be going over the rainbow and the reaper had treats.

That's just my take on it, and it made cry thinking about my fur kids who are waiting for me at the rainbow
