Arrest 'em and Guest 'em

In the 80s when I lived in Hot Springs, South Dakota, the local Chamber of Commerce thought it would promote tourism if, once a week or so in the spring and summer, the local police pulled over an out-of-state car as if to ticket the driver for a traffic infraction. Instead of being issued a traffic ticket, however, the driver and passengers would be presented with certificates from local businesses for free dinners, free groceries, and other goodies. "Arrest 'em and Guest 'em" was born.

Reporters from the local radio station and the newspaper, along with a cameraman, were always present to record the event, and it was all fun and games until the time the police pulled over a car from Wyoming, The man driving the car and his passenger, a woman, tried to hide their faces from the camera and didn't want to be interviewed.

It turned out they were married - but not to each other - and were on a romantic getaway. Oops.
