you don't have to pay anything. If someone is asking for money, I'd check carefully - probably a scam.

You can keep your hotmail address or change it to an @outlook.com address but either way, you'll get your email through outlook.com.

It just says that if you are using one of their pay services, you still pay for it. Nothing about charging for free services.
