Please tell me this is the name of a famous Air Force general

Fairchild Air Force Base just opened its new $13.5-million headquarters building for the two aerial refueling units tenant at the Eastern Washington Base. There's a sign out front. The street address of the building is on the sign.

Richard Ira "Dick" Bong (September 24, 1920 – August 6, 1945) is the United States' highest-scoring air ace, having shot down at least 40 Japanese aircraft during World War II. He was a fighter pilot in the U.S. Army Air Forces (USAAF) and a recipient of the Medal of Honor. All of his aerial victories were in the P-38 Lightning fighter aircraft.

If the base is named after a person, it's almost a universal that the person who it was named after was the first pilot to die in an aerial operation at that base. Ex: the airfield at Fort Drum is Wheeler-Sack Army Airfield. Wheeler and Sack were right and left seat in an airplane that went down the second day the airfield was in operation.
