It is ironic because the hypothetical person receiving the sales pitch is clearly an African who has absolutely no free will whatsoever in the matter.
Due to the blatant racial stereotypes woven into the description of why life here is preferable, it rests entirely on a keen sense of irony to evoke feelings of grand injustice rather than trifling offensiveness.
Unfortunately (or perhaps righteously) the song is no doubt on the proverbial bubble as a candidate for permanent expungement from the culture.
