The Phoenix area is in a valley in the middle of a desert. Dust from the desert is always going to flow into the area. It is not man made and really nothing anyone can do about it.

After one our big dust storms -- the five mile wide and a mile high kind - think of the storm in The Mummy Arizona was fined for being in violation of air standards. Luckily, calmer heads prevailed and the fine was with drawn.
