The note on the form says it's according to law.

You can Register, if you're a first time voter.
But if you want to change your Party Affiliation, you're not allowed:

Note: Delaware Code, Title 15, prohibits an individual from changing Political Party Affiliation from 02/27/2016 through 04/26/2016.

If your application includes a change in address and/or a change in name, the Department will process those changes.

The Department, however, is not permitted to process a change in Political Party Affiliation at this time.

The Department will process your requested change in Political Party Affiliation after 04/26/2016.
