its mentally ill. I will never forget Ronald Reagan being "celebrated" by many (both the naive' and the "cynically purposeful" ) for dismantling our mental health system and sending these people to the streets. Despite all the so-called reassurances for residential treatment--most of us KNEW adequate funding for the latter would never come. This is the cost to so many.
