Ohio's no-bid IT contracting to insiders must end: editorial

The Department of Administrative Services is Ohio's state purchasing, personnel, technology and housekeeping agency.

Maybe it should be renamed Ohio's no-bid department -- given the millions of dollars of unbid information technology contracts exposed by a recent Columbus Dispatch investigation.

The department counters that the state Controlling Board repeatedly recognized, as recently as June 2015, its need to waive "competitive selection" -- apparently a euphemism for higher costs and insider dealing.

Millions of dollars' worth of these sweet, no-bid deals were won by a firm staffed by former DAS employees that's also tied to one of Gov. John Kasich's cabinet members, the Dispatch found.
