I had to look this up on FlightAware to believe it, but a @ColumbusPolice helicopter really spent time during its 1 a.m. flight last night to draw the letters "CPD" in the sky

And then you would not have helicopters. You need to decide if they are needed. If you feel they are needed then the pilots will be required to prove proficiency by logging some amount of flight time. If they need to log time without specific duties, do you find it offensive they carved their names in the fight logger?
