Funding basic services, recovering from 2020 at core of Gov. Brown's budget

Undoing systemic racism and recovering from one of the most challenging years in Oregon's history are among the priorities of Gov. Kate Brown's recommended state budget for the 2021-2023 biennium.

“Through it all, we are determined to rise, and rebuild," Brown said. "As we do, we must ensure the future is a just one; that we create an Oregon where everyone has the opportunity to thrive."

The budget, released Tuesday, lays out $25.6 billion in spending of general and lottery funds during a period where revenues are expected to shrink due to the coronavirus pandemic and economic recession.

Those tightening revenues required Brown to suggest cuts to a number of critical areas, including reducing the hospital reimbursement rate and closing three prisons.
