I believe he uses a video ap that allows him to read closed captions, but that only helps during televised interviews. When reporters try to ambush him for a quick unplanned response, Fetterman isn't interested. Perhaps he's unable to field questions.

Why do these reporters not get it? Stop trying to ambush him in the street, for heaven's sake.
