What happens next?

Maybe someone already mentioned this here but I can't find it.
The PA supreme court hearing for the voter ID law is Sept. 13. Assuming it's tied 3-3, then what? Is there a tie-breaking rule, a chief justice who gets to decide? And then what? We're screwed I guess.

Working with the Obama campaign and my union to get people registered. There is so much confusion over the laws, especially for people to get a free ID. What I understand now is that they didn't start to issue free IDs until August 29. Deadline to register is October 9, giving us really only 5 weeks to help the poorest people to vote. So frustrating!

We have to assume the law remains in effect. The State has a new last resort ID available for people who can't get one otherwise.

A 3-3 vote would mean the Commonwealth Ct. decision is upheld. That decision was that there was not sufficient reason to delay the law, in order to hold a full set of hearings. The Supreme Court could still vote to delay the law until after the election, without overturning it.
