general rule of thumb is no arrests or prosecutions 60 days before or after an election

and

Tim Russell, his former deputy chief of staff who was stealing from the veterans fund (the one who was "leaking" info to the press re the John Doe) isn't due back in court until about September.

Look for more info to come (if any) around then.

Actually, what I heard was three months before or after an election. I'm not sure where it came from. I think it's just an unwritten rule to keep any prosecution from looking political.
