Montreal does have a mob problem. When I lived there I went to the corner store one time. I heard that a nearby store had been robbed and I warned that the corner store clerk to be careful. He said "we don't have to worry, we're connected". I was so shocked.

what is the significance when city council, and likely provincial legislators are involved. Its bigger than neighborhood protection, this has tentacles reaching across parties, municipalities and ridings, police forces, land developers and resource extraction 1%'ers. Could (ideally, should) get interesting.
In fact who is/runs the anti-corruption squad???
