The summary sentence seems to be 'peaceful options had not been exhausted'
Chilcot says Blair and Straw undermined the authority of the Security Council in the way they tried to present the 'second resolution'. He said Bush decided to invade in Dec 2002, whatever the inspectors found, and Blair agreed with that in January. Blair had been working, with Bush, to present a case for regime change in Iraq since Dec 2001.
Joint Intelligence Committee is getting blamed for its confidence that Saddam had WMD, as well as Blair.

I can see this as the beginning of the end of the Special Relationship (certainly Britain's slavish adherence to it as post-Suez government policy) and, post Brexit, America finding more stable European partners.
