When I attempt to open a video

especially here on DU, all I get is a black screen. It was happening on youtube also, but when I signed in, it fixed it. Anyone know what gives?

Windows 10, latest updates.
Sometimes resolves itself by moving the slider, fast forwarding a ways, then rewind to start.
