How to resize photo

On ipad to make it small enough for my avatar here?

I used an app but it still says it’s too big, although the app says its 3kb and the image is now totally pixeled. It says here the size must be smaller than 10 kb. Wtf? That is tiny, something is wrong.

80 by 80 or whatever their limits are?

It seems to say it can only be 9 kb but then it is all pixels, wtf lol , I’ll try again.

I have no idea how to do it on any Apple product. In Windows I use Photoshop to resize then save for web. Irfanview (a free program) also does a decent resize/resample and saves a smaller version.
