Android Speech Services by Google Perpetual Download Plague

How do I rid myself of the downloading of this app? I've uninstalled it twice, blocked it twice, and it still downloads every time I turn the phone on, and it never makes any progress downloading! It just hangs there. Honestly, do we own our phones, or does Alphabet own them?

Is your phone showing a notification that cannot be closed about "Downloading English (US)" (or another language) update for Speech Services by Google, which is "Waiting for network connection" even though your phone is connected to either Wi-Fi or mobile data? Learn how to fix this stuck update and remove the notification from your Android phone.

On edit: Try googling android speech services; it looks like many people are experiencing same problem as you.

I think it may have worked. That link added a clear the cache method. The other 2 I had tried twice and it kept coming back. So this time I did all three. I did not force stop the app from running. Not sure how to do that anyway, hopefully this method works. It's apparently a very current and widespread problem.

Five or six metres to reach an android device.

Off the top of my head, is the app the default for speech services? Turning that off may help.
