1. Can you describe the environment?

Type of Internet provider - (DSL, Cable, Dial-Up)
BroadBand Modem? (provider supplied, modem+router combo)
Router? - (Manufacturer/Model, WiFi)
Win XP PC Connectivity to local network - (Wired, Wireless)
Multiple Computer, Smartphone, Gaming Console, Network-Ready TV, LAN Printer, etc... (sharing Internet connection)

2. Dial-up

No router
Wired
Just desk top

3. XP has a built-in firewall

To enable Windows Firewall on XP Service Pack 2 or greater, follow these steps:

1. Click Start, click Run, type Firewall.cpl, and then click OK.
2. On the General tab, click On (recommended).
3. Click OK.

4. I use it however

I noticed that when I am using the computer I notice that in my status bar(bottom right) that it shows that the firewall is turning off and then it will turn back on. It concerns me

6. You probably have a malware infection

The Windows firewall should not be turning on and off by itself.

Run a cleanup scan and reboot.
