Should inciting violence or encouraging someone to commit a crime be an impeachable offense?

Trump badmouthing the individuals who received a mail bomb from a crazy supporter lead to this crazy Trump supporter to commit these crimes.
Trump encouraging his supporters to commit violence against his critics and saying he will pay their legal bills.
When Democrats regain control of the US House of Representatives this November- they should impeah Trump.
They should run ads against 20 Republican US Senators claiming they have condoned Trump's rhetoric.
