This year, Republican leadership fast-tracked voter ID, and a pair of bills have cleared the House with an overwhelming majority and await debate in the Senate.
The Democrats filibuster the law for a long time and forced some major changes. If a voter does not have an id, he can still vote by signing an affidavit. This is essentially what the DOJ forced South Carolina to agree to back when Section 5 of the Voting Rights Act was still in effect.
The Dems need to do a lot of voter education so the voters have the confidence to go to the polls and not fear being turned away.
