ND / 2 Jul 2018.- The Venezuelan Government on Monday promoted 16,900 officers in recognition of their "loyalty" to Hugo Chávez's project; This was made clear by the Minister of Defense, Vladimir Padrino López, at the official ceremony.
"In these promotions we value a different vision. It is a system of merits that, although it is true, is rigorous (...) we have also been fair. In these cases we evaluate merits such as loyalty to the homeland; that does not make us bigger or smaller, it makes me equal to my comrade in arms; loyalty to the principles of the revolution, of the project that allows us to emancipate ourselves like that of Hugo Chávez, for a prosperous homeland, "he said.
He clarified that it is not about discriminatory or classist merits as, according to his perspective, it was done in the Fourth Republic.
"You do not go up here because the official is the son of an oligarch or you go up because you come from the highest strata, because that is not what we are evaluating," he added.

The signing of the letter of loyalty to President Nicolás Maduro, which the president himself ordered in a military act on May 24, became a key requirement to complete military promotions, denounced the president of Citizen Control for Security, Defense and Armed Force, Rocío San Miguel. He assured that the guarantee of the rubric has been demanded from several officers of all ranks and components of the military institution.
"It has been reported that the military that are on the list to ascend to the higher level, they are summoned to sign and if they do not, they take them out. It is the height of political partisanship and that is prohibited in the national Constitution. It is aberrant and constitutes more than blackmail. Surely those who do not lose the race, "he said.
Some of the affected officers occupy the first places in their promotions. He recalled that the request for a certificate of loyalty to the President of the Republic is unprecedented and neither commander Hugo Chávez demanded it: "The president deepens the methods of political control over the Armed Forces that the Cubans conceived for Chavez at the time. From the 'fatherland, socialism or death' demanded as a slogan of loyalty to the revolution in 2007, now in 2018 they demand the signing of personal loyalty to Maduro. "
Retired General Juan Antonio Herrera Betancourt recalled that in the history of the Armed Forces a requirement of personal loyalty was never seen, "not even General Juan Vicente Gómez did." An application of this nature undermines the professionalism of the military organization. "Logically Nicolás Maduro must feel worried. In the Armed Forces there is a massive murmuring about the situation of the country, personal and family. This is a reality also in the institution and hence the number of officers detained, "he added.
