Illegal conduct is ‘standard operating procedure,’ judge says

Starbucks Corp. was hit with a broad cease-and-desist order from a National Labor Relations Board judge, the 41st such decision finding that the coffee giant violated federal labor law in its efforts to blunt union organizing.

The violations found at a Starbucks location in downtown Seattle—including firing union supporters, threatening that union activity would be futile, and enforcing rules more strictly in response to organizing—were part of a “widespread pattern,” Administrative Law Judge Dickie Montemayor said in his Wednesday ruling.

“It appears that in many instances violating the National Labor Relations Act has become standard operating procedure for Starbucks,” ...
