How To Reverse "Desertification" Listen Up California!

Hello everyone,
Have you seen this vid?
"Hope In A Changing Climate" documents how residents of the Loess Plateau in China reversed the "desertification" that had a stranglehold on them for many years.
The "Yellow River" gets it's name from the fine soil that erodes off the plateau each year, clogging the river, causing floods etc.
In the summer the fine sand blows off and carries for many miles.
And in the meantime the land is some of the worst on the planet for agricultural development and sustainability.
Now... California, my old home state has had droughts and floods and fires and mudslides and is going the same way as the Loess Plateau.
What they have done in China,
is terrace the hillsides... so water no longer just runs directly off the hill, but seeps into the hill, percolating through and taking weeks or months to appear as a spring at the bottom that is there for irrigation during the dry season...
It's not necessarily the amount of precipitation, it's what is done with it, does the soil have a chance to absorb it before the bulk of it runs off...?
But see what amazing results they have gotten in China and other parts of the world, there IS a solution for California!
So get busy America, there is plenty that needs doing!
