Oil flowing through southern Keystone leg adds fuel to fight,

TransCanada on Wednesday started delivering oil to the Texas coast through the southern leg of the Keystone XL pipeline, a milestone the Canadian company's CEO says will bolster its case for building a northern connection that's been at the center of a political dispute.
The Keystone XL is, at the end of the day, just another piece of energy infrastructure, CEO Russ Girling said. It's just a pipeline, and it can be built and operated safely.
The $2.3 billion southern leg runs 487 miles from Cushing, Okla., to Nederland in Southeast Texas, connecting with pipeline networks that serve Gulf Coast refineries.
It started moving oil at 11:45 a.m. Wednesday at a rate of 300,000 barrels a day. The daily rate will increase gradually this year to average 520,000 barrels, Girling said.
